libheif codecs can be dynamically loaded and it is not possible anymore
to determine available codecs at compile time. Assume the required codecs
are always available.

During an exp-run for llvm 15 (see bug 265425), it turned out that
graphics/gimp-app failed to build with clang 15:

  file-dicom.c:605:26: error: incompatible pointer to integer conversion
returning 'void *' from a function with result type 'gint32' (aka 'int')
[-Wint-conversion]
                    return NULL;
                           ^~~~

This is because the return statement is a function that should return an
integer, not a pointer. Replace it with the error value -1, as used
elsewhere in the function.

Add WWW entries to port Makefiles

It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.

Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.

There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.
