This is essentially a null-commit, with the one exception that

Fix build breakage due to ade's autotools changes.

Replace all known incantations of WANT_{AUTOMAKE,AUTOCONF,LIBTOOL}* with
the USE_<x> equivalents.  In the current scheme of things, the WANT_
variables in this case are synonymous with the USE_ ones, and thus need
to be exterminated.

Use ${ECHO_CMD} instead of ${ECHO} where you mean the echo command;   the ECHO
macro is set to "echo" by default, but it is set to "true" if   make(1) is
invoked with the -s option while ECHO_CMD is always set to   the echo command.
