Chase increase of libSDL version number.

Put a copy of distfile at MASTER_SITE_LOCAL, because original site could not be 
 reached for a quite some time now.

Use real URL for WWW instead of redirector at tsx.org because now tsx.org  
unconditionally pops up number of windows with mostly sexually related links,  
which is very annoying at best.
