deskutils/arttime: Add missing dependencies
As the default terminal database shipped with FreeBSD is quite stale,
arttime misses some capabilities. As a workaround, pull in
misc/terminfo-db as a runtime dependency.
The application also misses fzf to unfold its full potential. Pull in
textproc/fzf as well.

- Release tag was recreated
