Abandon this decrepit port.

Note that the upstream re-rolled the distfiles, and I couldn't find info as to
what changed.

Move DEPRECATED/EXPIRATION_DATE down to make portlint happy.

Add NO_PACKAGE because this port (a) is deprecated, (b) uses the binary
download from the upstream sites for "source" installation anyways, so
installation doesn't require much CPU.

- Fix plist after removal of LICENSE=GPLv2 line
- License remains the same, no functional change, no bump for this deprecated
port
