Deprecate unmaintained ports from devel where upstream disapear and/or
where no distfiles can be found and are not used by maintained ports

For ports maintained by ports@FreeBSD.org, remove names and/or
e-mail addresses from the pkg-descr file that could reasonably
be mistaken for maintainer contact information in order to avoid
confusion on the part of users looking for support. As a pleasant
side effect this also avoids confusion and/or frustration for people
who are no longer maintaining those ports.

Reset sergei@ due to maintainer-timeouts and no response to email.

Bump portrevision due to upgrade of devel/gettext.

The affected ports are the ones with gettext as a run-dependency
according to ports/INDEX-7 (5007 of them) and the ones with USE_GETTEXT
in Makefile (29 of them).

Fix build with bsdtar:

* Don't explicitly check for gnu tar, recognize bsdtar too

The final version of the makeplus patch, which should be integrated into the
upstream on the next version. (I've been helping the author with make issues).
Bump portrev on that one.

c2lib: just autogen'd the plist and manpage list because the make+ patch
let me do it and test it. Nothing materially different. Just cosmetic, really.

sorry, did not realize until i got to devel/c2lib how bad it was

missed a necessary patch. sorry, folks.

Update to 0.1.2, which with a tiny bit of help, natively supports *BSD.

GNU Makefile configure system used by cdoc, c2lib, etc.
