Update p4web's distibution location. This is officially deprecated
by the vendor and the source code has been released.
Some enterprising individual may like to make a source + api build,
but for now, I need this for the freebsd cluster.

Remove OSVERSION checks that do not make sense any more.
For example (${OSVERSION} >= 900000 && ${OSVERSION} < 900021) is always true,
as is (${OSVERSION} > 900002 || ${OSVERSION} < 900000 && ${OSVERSION} > 800107).
Regarding patches, when an EXTRA_PATCHES is no longer needed, I remove it, when
it is always needed, I renamed it, in one case, I merged two patches.

In the rc.d scripts, change assignments to rcvar to use the
literal name_enable wherever possible, and ${name}_enable
when it's not, to prepare for the demise of set_rcvar().
In cases where I had to hand-edit unusual instances also
modify formatting slightly to be more uniform (and in
some cases, correct). This includes adding some $FreeBSD$
tags, and most importantly moving rcvar= to right after
name= so it's clear that one is derived from the other. |

Upgrade Perforce related ports to 2011.1/370818. Of note is the loss of
sparc64 and support for FreeBSD 5.x releases. Older versions of Perforce
are still supported and those needing support for those platforms can
download the last version at ftp://ftp.perforce.com/perforce/r10.2/

Remove painful examples of foo="", with particular prejudice against
constructions that parse out to [ -z "$foo" ] && foo=""
These are bad examples that get copied and pasted into new code, so the
hope is that with less bad examples there will be less need for me to
bring this up in review.
In a few of these files all that were changed were comments so that next
time I search for these patterns I won't trip on the file for no reason.
In a few places, add $FreeBSD$
No functional changes, so no PORTREVISION bumps |

Deprecate md5 in favour of sha256 checksums. md5 checksums will no longer
be generated or checked, and will be silently ignored for now. Also,
generalize the MD5_FILE macro to DISTINFO_FILO.
