devel/qscintilla2*: Re-add PORTEPOCH (begrudgingly)

Only doing this to stop the daily messages from chkversion.pl to the
kde@ list. These port origins have gone unused for 5+ years and were
already purged from MOVED. Furthermore, the package names are different.

devel/qscintilla2*: Forced PORTREVISION bump

Try to overcome the nag emails about version numbers going backwards
bombarding the kde@ list after b75599479b82.

These origins were once the home of the Qt4 version of qscintilla2
that had PORTEPOCH set, but were deleted so long ago, they even aren't
even in MOVED. Furthurmore, the package names are different.

Mark QT4 ports/functionality for removal on 2019-03-15

While here, chase some KDE4 ports and functionality, these are scheduled for
removal on 2018-12-31. Change the default option/flavor to QT5 where applicable
or use alternative toolkits like GTK.

pyqt: Change install directories for Python flavor support

* PyQt could not be installed for multiple Python versions at
  the same time, as there were conflicting files.

  This patch creates Python-version versioned directories for
  all these, and further installs binaries with a version number.

* Note, there might be some hickups for software that depends on
  on of the .so's provided by PyQt5, which might not be found
  anymore autmotically, and maybe need some LD-flaggery.

* Update PyQt5 to 5.10.1

* Mark www/py-qt5-webengine broken. It is unforuntately no longer
  compatible with the old qt5-webengine-5.9.4 we ship.

Update QScintilla 2.10.2.

Upstream has renamed its libraries and we no longer need to patch
devel/qscintilla-qt5 to create a library whose name does not conflict with
devel/qscintilla's. However, the library names are different so we need to bump
PORTREVISION in several ports (the SOVERSION has changed too).

PyQt: Replace bsd.pyqt.mk with Uses/pyqt.mk.

In preparation for landing PyQt5 ports, generalize devel/py-qt4's
bsd.pyqt.mk and make it a proper file in Uses/.

Ports wishing to depend on PyQt4 ports can now do the following:
  USES=		pyqt:4
  USE_PYQT=	foo bar_build baz_run

Other changes include the renaming of the PYQT4_DIST variable to PYQT_DIST
and the introduction of the PYQT_SIPDIR plist substitution variable. The
rest of the contents of Uses/pyqt.mk are pretty much identical to what we
had in bsd.pyqt.mk with additional processing of USE_PYQT.

Even though this patch touches files in many different ports, the goal is

Update PyQt and its dependencies.

* PyQt4 has been updated to 4.11.3.
* QScintilla has been updated to 2.8.4.
* SIP has been updated to 4.16.5.

This update is much smaller than the previous one, as there has been no
further need for clean ups in the ports infrastructure.

Pretty much the entire patch set has been originally contributed by Tobias
Berner, who sent it to the KDE on FreeBSD mailing list. Thanks a lot!

Modernize LIB_DEPENDS

Switch from the manual qmake logic to USES=qmake.

Doing so correctly handles all the PREFIX, DESTDIR and stage directories
logic that the previous code did not, and should make the package build fine
on the cluster instead of failing at the "stage" stage.

While here, simplify the bsd.port.{pre,post}.mk includes.

Update SIP to 4.15.2 and PyQt to 4.10.3.

This commit also adds proper staging support to all the ports being updated.
