Removed unmaintained upstream xemacs ports and dependencies

Support staging

Add NO_STAGE all over the place in preparation for the staging support (cat:
editors)

Remove the glob from the rmdir line "@unexec rmdir ... || true" are
automatically mapped to @dirrmtry by pkgng which is a real keyword not a "rmdir"
execution so it does not support glob
no bump of the portrevision

- Get Rid MD5 support

Use ${ECHO_CMD} instead of ${ECHO} where you mean the echo command;   the ECHO
macro is set to "echo" by default, but it is set to "true" if   make(1) is
invoked with the -s option while ECHO_CMD is always set to   the echo command.  
 

PORTVERSION was descreted. 2.3 -> 2.1    

Update 1.3 -> 2.3. This update will be change xemacs-*packages   arrangement and
xemacs21* ports dependencies. All related   works will be done after this
commit.

Added ${MASTER_SITE_LOCAL} to all editors/xemacs-*packages/Makefile   in order
to fetch obsolete xemacs' packages. Current all xemacs'   packages needed to
make have already copied to   freefall:~kiri/public_distfiles. PR ports/23171
would be solved with   this commit.    

Updated editors/xemacs-mule-packages 1.0 -> 1.1. Following xemacs' packages have
  been updated:    

Use MASTER_SITE_XEMACS.   Reorder variables to satisfy portlint.    

Update XEmacs packages.    

Convert category editors to new layout.  

Remove lib/xemacs and assorted subdirs.    

Fixed MAINTAINER in Makefile
