Mark QT4 ports/functionality for removal on 2019-03-15

While here, chase some KDE4 ports and functionality, these are scheduled for
removal on 2018-12-31. Change the default option/flavor to QT5 where applicable
or use alternative toolkits like GTK.

Remove libogg.so.8, libvorbis.so.4 and libvorbisfile.so.6 compatibility
links that were added in r374303 to prevent massive PORTREVISION bumps.
Bump dependent ports that have not been bumped since.

Reassign makc's ports back to the pool.

MASTER_SITES cleanup.

- Replace ${MASTER_SITE_FOO} with FOO.
- Merge MASTER_SITE_SUBDIR into MASTER_SITES when possible. (This means 99.9%
  of the time.)
- Remove occurrences of MASTER_SITE_LOCAL when no subdirectory was present and
  no hint of what it should be was present.
- Fix some logic.
- And generally, make things more simple and easy to understand.

While there, add magic values to the FESTIVAL, GENTOO, GIMP, GNUPG, QT and
SAMBA macros.

Also, replace some EXTRACT_SUFX occurences with USES=tar:*.

manage your configuration files very easily, which are needed by
DOSBox. In addition it's also possible to create gameprofiles to
generate different configuration files
