Remove support for WANT_SDL/HAVE_SDL knobs

WANT_SDL/HAVE_SDL macros allowed a port to check which SDL components
are installed. This goes against the policy of avoiding automatic
dependencies, and there are actually no cases in the portstree where
these knobs are used properly, so axe them out.

Mark a few ports BROKEN: unfetchable

Switch some dependencies from a directory name or a file generated by
pkg-install
to a package name,  as the former can't be attributed to a package

Replace USES=libtool:oldver with USES=libtool or USES=libtool:keepla in
the 32 ports that still use it.  Bump PORTREVISION on their dependent
ports except the ones that depend on these:

audio/libogg
audio/libvorbis
devel/pcre
ftp/curl
graphics/jpeg
graphics/libart_lgpl
graphics/tiff
textproc/expat2
textproc/libxslt

In these cases the same trick as in the recent gettext update is used.

Update the default version of GCC in the Ports Collection from GCC 4.7.4
to GCC 4.8.3.

noegnud-data is the foundamental data for noeGNUd which all noeGNUd games
depend on it. noegnud-nethack, noegnud-nethack-deet, noegnud-slashem, and
noegnud-littlehack are the four variant games that noeGNUd support.
noegnud-addons installs tilesets and sound themes.
