MASTER_SITES cleanup.

- Replace ${MASTER_SITE_FOO} with FOO.
- Merge MASTER_SITE_SUBDIR into MASTER_SITES when possible. (This means 99.9%
  of the time.)
- Remove occurrences of MASTER_SITE_LOCAL when no subdirectory was present and
  no hint of what it should be was present.
- Fix some logic.
- And generally, make things more simple and easy to understand.

While there, add magic values to the FESTIVAL, GENTOO, GIMP, GNUPG, QT and
SAMBA macros.

Also, replace some EXTRACT_SUFX occurences with USES=tar:*.

Cleanup plist

Rename all patches that contain '::' as a path separator, and use
'__' instead.

Remove NOPORTDOCS and NOPORTEXAMPLES.

graphics/wmicons: Add stage support, specify TAR for extraction

All distfiles are tar.gz.  Specify TAR rather than EXTRACT_CMD.

Add NO_STAGE all over the place in preparation for the staging support (cat:
graphics)

- s/dirrm/dirrmtry/ to Themes, Pixmaps and Icons since x11-wm/windowmaker

- Bump PORTREVISION because of pkg-plist change

- Welcome X.org 7.2 \o/.
- Set X11BASE to ${LOCALBASE} for recent ${OSVERSION}.
- Bump PORTREVISION for ports intalling files in ${X11BASE}.

pre-install needs to be spelt pre-su-install.

Put all 10 DISTFILES at MASTER_SITE_LOCAL, so they are available from single  
point instead of being spreaded over dozen servers all over the globe.    

Forgot to add a patch to previos commit. *sigh*  

- Remove all directories created by the port;   - install actual README file
instead of vi(1) temporary copy slipped into     distfile somehow;   - install
all readmes using similar naming scheme (README.[package]);   - don't install
xv.xpm - this file now included into and being installed by     WindowMaker;   -
slightly simplify makefile;    

Sort PLIST.    

Convert category graphics to new layout.
