New port: japanese/multiskkserv
multiskkserv is a skk server which can search multiple
dictionaries. This server uses cdb format as the dictionary
format. cdb is the efficient and constant (i.e. cannot
add, delete, modify) database format by Dan J. Bernstein,
which I think is the appropriate format for the system-wide
constant dictionary storage.
This is very experimental.

Add back the skk and skkfep ports, which were erroneously removed: the
skk port is a meta-port and (presumably) does not require skk-elisp to
run. I have removed the skk-elisp dependency from skk. The skkfep port
did not depend on skk-elisp explicitly, only via the skk port.

Upgrade to 3.1.2.
Now charset to be used can be specified at runtime, instead of compile time.
Due to this change, charset specific ports are being removed, and pTeX now
consists of two ports: ptex-base and ptex.
Ptex-base is what used to be ptex-common, which installs non-Japanese portion of
the system, and ptex is what used to be the charset specific portion, which
installs Japanese specific files.
Thus, ptex-common and ptex-euc are renamed to ptex-base and ptex respectively,
and ptex-jis and ptex-sjis are being removed.

Remove ports/japanese/pine.
Even though this port has some useful features, like Japanese help files
and direct support for Japanese input using Canna on the Pico editor,
I decided to remove this port as:
1. It seems to continue to have security problems, which no one seems to be
working on.
2. mail/pine4 seems to support Japanese.
3. It doesn't seem like there will be an upgrade to this Japanize patch.
