Deprecate java/openjfx8-devel consumers

Chase r527795 and put a deprecation notice on all openjfx8-devel
dependent ports too.

Also deprecate devel/gradle4 which is only needed to build igv and
openjfx8-devel.

New port: java/openjfx8-scenebuilder
