php7(2|3)-extensions/pkg-descr: Fix typo in pkg-descr
pkg-descr states falsely that its the meta-port for PHP 7.1, even
for PHP 7.2 and 7.3. This commit fixes the typo for each version.

Add PHP 7.2 RC6
Notable changes:
- mcrypt module was removed
- sodium module was added
- sybase_ct artifacts removed
Also many PECL ports will not work with this version
since some files got renamed.
