cleanup: remove gmime2

gmime 2 has been replaced long ago by 2.4 version then 2.6 and finally 3.0

It is more than time to remove the 2.2 version (2.4 is already gone)

Remove # $FreeBSD$ from Makefiles.

lang/mono: update to version 5.2.0.215 (and enhance USES=mono)

Highlights:
 - New Roslyn compiler for C# available
 - Improved support for nuget packages in USES=mono

General:
 - fix pkg-plist: mono now produces '.pdb' debug files instead of '.mdb'
 - bump all dependant ports

USES=mono:
 - properly handle caching of nuget packages
 - add support for multiple feeds for nuget packages
 - add support for nuget dependencies in a separate file
 - add support for paket packages

Remove libtiff.so.4 compatibility links that were added in r374303 to
prevent massive PORTREVISION bumps.  Bump dependent ports that have not
been bumped since.

Remove ${PORTSDIR}/ from dependencies, categories m, n, o, and p.

Fix duplicate LATEST_LINK.

Fix pkg-plist.  This was caused by differences between the gacutil in
Mono 1.1.8.x (FreeBSD ports tree) and Mono 1.1.9.x (BSD# ports tree)
and the inclussion of the Mono Debugger in 1.1.9.x which was used when
creating this port.
