Remove cvsupd from the dependencies of instant-server, as:
- cvsup / cvsupd are deprecated by the FreeBSD Project.
- Even if they weren't deprecated, very few people ever needed to run
their own cvsupd server
- cvsupd does not build on !i386, therefore neither could this port.
FWIW, I actually feel that the instant-server port should just be removed.
The idea that everyone running a server should install a full mail server,
Samba, dhcpd, NNTP server, squid and apache is at best a bad idea, and at
worst potentially dangerous.

Bump portrevision due to upgrade of devel/gettext.
The affected ports are the ones with gettext as a run-dependency
according to ports/INDEX-7 (5007 of them) and the ones with USE_GETTEXT

This time try harder to fix *all* incorrect RUN_DEPENDS: 1. A user (bento for
example) may not have ${LOCALBASE}/sbin in his PATH, so use explicit path
to the dependency instead of just executable name; 2. isc-dhcp3 port installs
executable called dhcpd, not isc-dhcp3; 3. samba port installs executable
called smbd, not samba; 4. cnews port installs executable called cnewsdo, not
cnews; 5. apache13 port installs executable called httpd, not apache13; 6.
squid23 port installs executable called squid, not squid23. |

Correct RUN_DEPENDS - cvsupd binary is called cvsupd, not cvsupd-bin. |
