multimedia/mlt7*: Update to 7.36.1

Remove DECKLINK option. This plugin requires libDeckLinkAPI.so from the
Blackmagic Design SDK, which we don't have, at runtime.

Unflavorize the glaxnimate and qt mods. Qt5 support has been dropped by
upstream in 7.36.0.

Decruft and try to satisfy portclippy(1) as much as possible.

multimedia/mlt7: Disable clang-scan-deps

This fixes build on 14.3, since clang-scan-deps is not in base. We don't
really need it here, so remove the complicated logic.

multimedia/mlt7-glaxnimate: Fix qt5 flavor

It was trying to build MOD_QT6 which wasn't explicitly disabled.

Remove unneeded deps from qt6 flavor.

Mk/Uses: always use colon for build/run suffix

Most USES use a colon for build/run(/test) suffixes. Change kde.mk,
qt.mk and pyqt.mk to do the same, and update all ports using that.
