Deprecate net-im/tapioca-qt and net-im/telepathy-qt.

Both projects have been dead upstream since 2007, and no port depends on
them. telepathy-qt is not to be confused with net-im/telepathy-qt4.

Add NO_STAGE all over the place in preparation for the staging support (cat:
net-im)
