Update USE_GITHUB so it does not require GH_COMMIT.

Using this new scheme allows only setting the _tag_ or _commit hash_ in
GH_TAGNAME and not having to know the hash for a tag.  This scheme will
download a tarball that has a different checksum than before due to a changed
directory name for extraction.

The following MASTER_SITES are provided to retain the old checksum and
directory structure (that require GH_COMMIT):
  GH -> GHL
  GITHUB -> GITHUB_LEGACY

New port: net/exaddos:
ExaDDOS is an application able to gather different data sources to present a
real time unified view of your network.

It can gather:
* SNMP information at your edge
* IPFIX export from your routers

And present it using a web interface. Our goal is to very quickly integrate
it with ExaBGP to allow a "one click" anti-DDOS solution.

* An RRD based solution for interface traffic graphing
* AS-STATS to find which peers are our top talkers
* NFSEN to collect, store and search flows
* An ExaDDOS like internal solution, to quickly identify which IPs are
  causing an attack
