net/py-libnet: Update to 3.0rc1, Remove/fix BROKEN_*
Switch port to use autoplist to preclude having to manually
construct shared library names based on ARCH/uname manipulations.
While I'm here:
- Switch to latest upstream release: 3.0rc1, via CHEESESHOP
- Remove patch that was fixed upstream [1]
- Match COMMENT to setup.py:description
- Strip shared library

-current, e.g.:

For ports that are marked BROKEN on armv6, and also fail to build on
armv7, mark them so.
This is part two of a multipart commit to bring armv7 ports to parity
with armv6.

This (upstream) package does not appear to support (intentionally or otherwise)
Python 3. It also fails to build with Python 3.x with a SyntaxError.
This change corrects the USES=python:<version-spec> support declaration
accordingly.

Install net/libnet headers and libraries back in the location where other
ports expect it. The files were put in a different location to avoid a
conflict with net/libnet10 but this port has been removed a while ago now.
