Mk/Uses/python.mk: Introduce USE_PYTHON=cython3{,_run,_test}
- Update USE_PYTHON=cython{,_run,_test}
- Convert all cython3 occurrence to USE_PYTHON=cython3*
- While I'm here, fix incorrect usage of combining cython3 in BUILD_DEPENDS and
USE_PYTHON=cython
It is added to simplify the future transition from Cython 0.29 to 3.
The minimal version is set to 3.0.12 because it is required by
devel/py-propcache.
The upper bound of version is set to 3.1 because it is limited by multiple
ports. |

python: bump all USE_PYTHON=distutils consumers after RUN_DEPENDS removal
Any missed ports, feel free to bump.
Any ports that need setuptools at runtime can have the devel/py-setuptools
manually added back to RUN_DEPENDS, but understand that this practice
is deprecated; see CHANGES for details. |

Backward-incompatible changes:
* Python 2 is no longer supported, Python 3.6+ is required, but
typing stubs are supported for Python 3.8+.
* The Intracomm.Create_group() method is no longer defined in the
base Comm class.
* Group.Compare() and Comm.Compare() are no longer class methods
but instance methods. Existing codes using the former class
methods are expected to continue working.
* Group.Translate_ranks() is no longer a class method but an
instance method. Existing codes using the former class method are
expected to continue working.
* The LB and UB datatypes are no longer available, use

net/py-mpi4py: add a slave port depending on MPICH
Sometimes we need mpi4py packaged against mpich, with Fortran enabled.
Do not create a flavor, because there already exist flavors for Python
versions, therefore a slave port seems more appropriate.
Once committed, I shall add a line in Mk/Uses/mpi.mk to grab the right
dependency according to the choice of MPI.
Bump PORTVERSION for people using net/py-mpi4py built from ports with
the non-default MPICH option.
Also change WWW: the project on bitbucket has been archived.

all: remove explicit versions in USES=python for "3.x+"
The logic in USES=python will automatically convert this to 3.8+ by
itself.
Adjust two ports that only had Python 3.7 mentioned but build fine
on Python 3.8 too.

Remove WWW entries moved into port Makefiles
Commit b7f05445c00f has added WWW entries to port Makefiles based on
WWW: lines in pkg-descr files.
This commit removes the WWW: lines of moved-over URLs from these
pkg-descr files.

Add WWW entries to port Makefiles
It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.
Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.
There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

Relax hardcoded paths to fix build with Python 3.8.7
Since r558913 Python 3.8 incorporates BPO-42604 [1] which changed the
shared libs naming scheme. This means "EXT_SUFFIX" is now derived from
SOABI and yields with Python 3.8 to ".cpython-38.so" instead of ".so".
The affected ports strip the libaries in the "post-install" target via
hardcoded path(s) and the build fails at the end because the new extension
is not expected at this place.
Remedy the issue by adding wildcards to these paths. This should also
prepare the ports for future Python releases, which will use the new shared
libs naming scheme.

Bump PORTREVISION for ports depending on the canonical version of GCC
as defined in Mk/bsd.default-versions.mk which has moved from GCC 8.3
to GCC 9.1 under most circumstances now after revision 507371.
This includes ports
- with USE_GCC=yes or USE_GCC=any,
- with USES=fortran,
- using Mk/bsd.octave.mk which in turn features USES=fortran, and
- with USES=compiler specifying openmp, nestedfct, c11, c++0x, c++11-lang,
c++11-lib, c++14-lang, c++17-lang, or gcc-c++11-lib
plus, everything INDEX-11 shows with a dependency on lang/gcc9 now.
