Remove non staged ports without pending PR from p*

Reset maintainership
Maintainer request to remove those ports, they will be removed along with other
non staged, but in the mean time gives new volunteers a chance to save those

With hat:	portmgr

Add NO_STAGE all over the place in preparation for the staging support (cat:
palm)

Add an explicit dependency on pkgconf

Convert to new options framework

- Convert USE_ICONV=yes to USES=iconv
- Change USE_GNOME=pkgconfig|gnomehack to USES=pathfix|pkgconfig and
  USE_GETTEXT=yes to USES=gettext while here

This changes almost all the "gnomehack" only USE_GNOME cases to USES= pathfix.

If a port used other USE_GNOME items it was untouched.
The ports that used other USES were fixed by hand.
