Add libpaper support to print/a2ps-*[1], print/c2ps-*, print/lprps-*,

Don't remove system locale directories (not listed in the relevant
BSD.*.dist), but do remove locale directories that are not listed
there.  Moreover, don't try to unconditionally @dirrm these
directories since they're shared with other ports and are likely to

From received mail:   Hi,   by accident I found that a2ps dumps core if invoked
with   options for the old a2ps version.    

Rename INSTALLS_SHLIBS to INSTALLS_SHLIB.  (There was a typo in the   previous
commit message to bsd.port.mk, which said INSTALL_SHLIBS.  Boo.)    

Fix MASSIVE typo INSTALL_SHLIBS --> INSTALLS_SHLIBS, which occured because I  
just cun'n'pasted the name from Satoshi's commit message without checking   it. 
  

Second round of INSTALL_SHLIBS=yes fixes.    

@exec/unexec install-info regex.info too.  Remove one extra directory.
