net/libnet10 expired, set the 12 dependent ports to expire 30 SEP 2014

The ports the depend on net/libnet10 should have been set to expire on
the same day as net/libnet10.  That didn't happen, so postpone the removal
of libnet10 three weeks to afford an opportunity for 12 ports to migrate
to a new libnet.

Support staging.

Add NO_STAGE all over the place in preparation for the staging support (cat:
security)

- Update MASTER_SITES
- Remove DEPRECATED/EXPIRATION_DATE as port fetches now
- Use PORTDOCS macro and PLIST_FILES instead of 4 line pkg-plist
- Convert to new options framework
- Trim Makefile header
- Remove dead WWW from pkg-descr
- Rename patch-aa to patch-zz.c
