Get notified when packages are built

A new feature has been added. FreshPorts already tracks package built by the FreeBSD project. This information is displayed on each port page. You can now get an email when FreshPorts notices a new package is available for something on one of your watch lists. However, you must opt into that. Click on Report Subscriptions on the right, and New Package Notification box, and click on Update.

Finally, under Watch Lists, click on ABI Package Subscriptions to select your ABI (e.g. FreeBSD:14:amd64) & package set (latest/quarterly) combination for a given watch list. This is what FreshPorts will look for.

Description:
Bacula is a set of computer programs that permit you (or the system administrator) to manage backup, recovery, and verification of computer data across a network of computers of different kinds. In technical terms, it is a network Client/Server based backup program. Bacula is relatively easy to use and efficient, while offering many advanced storage management features that make it easy to find and recover lost or damaged files. Due to its modular design, Bacula is scalable from small single computer systems to systems consisting of hundreds of computers located over a large network. This port installs the latest documentation for Bacula. WWW: http://www.bacula.org/

Remove UNIQUENAME and LATEST_LINK.

UNIQUENAME was never unique, it was only used by USE_LDCONFIG and now,
we won't have conflicts there.

Use PKGBASE instead of LATEST_LINK in PKGLATESTFILE, the *only* consumer
is pkg-devel, and it works just fine without LATEST_LINK as pkg-devel
has the correct PKGNAME anyway.

Now that UNIQUENAME is gone, OPTIONSFILE is too. (it's been called
OPTIONS_FILE now.)
