cfengine ./configure will detect pre-existing mysql and postgresql
installs and use them even when options are deselected. This causes
unwanted dependencies and unintuitive errors.

Remove redundant CONFLICTS.

Welcome the new cfengine313. While here use the cfengine-devel
pkg-plist as it sorts entries in the correct order. Update the
cfengine meta-port to include 313.
