- rdate(8) sets the clock of the local host to the time of another host.
OpenBSD's rdate is a much improved version of the original rdate(8)
by Christos Zoulas. This version not only supports RFC 868,
but also RFC 5905 (NTP, SNTP), which is now used by default.
Both IPv4 and IPv6 are supported.

sysutils/rdate: Unbreak DragonFly after previous commit
OSVERSION was used without OPSYS. This fix really should be
"if dragonfly or (freebsd osversion < X)" but currently OSVERSION
is valid as long as OPSYS <> DragonFly so this change will work and
is simpler than the "real" fix. Ideally all of this should be replaced
with a feature detection mechanism. |

MASTER_SITES cleanup.
- Replace ${MASTER_SITE_FOO} with FOO.
- Merge MASTER_SITE_SUBDIR into MASTER_SITES when possible. (This means 99.9%
of the time.)
- Remove occurrences of MASTER_SITE_LOCAL when no subdirectory was present and
no hint of what it should be was present.
- Fix some logic.
- And generally, make things more simple and easy to understand.
While there, add magic values to the FESTIVAL, GENTOO, GIMP, GNUPG, QT and
SAMBA macros.
Also, replace some EXTRACT_SUFX occurences with USES=tar:*.

Myself, I tested with inet4 only but Peter's tested inet6 diff applied
