all: remove explicit versions in USES=python for "3.x+"
The logic in USES=python will automatically convert this to 3.8+ by
itself.
Adjust two ports that only had Python 3.7 mentioned but build fine
on Python 3.8 too.

Mk/**tex.mk: Convert bsd.tex.mk to USES=tex
- Update all the consumers to use USES=tex
- USE_TEX=yes is the old way of writing USES=tex which has been removed
and replaced in all ports
- Almost all of the USE_TEX features remains unchanged
- Some consumers had the same variables defined both in the mk
infrastructure and also in the ports which have been removed from the
ports as those are redundant.
In case any of the consumers are failing to build please make sure that
the nexessary USES=tex is there. Unlike previous USE_TEX=yes will no
longer load the required VARS for tex and related dependencies.

Remove WWW entries moved into port Makefiles
Commit b7f05445c00f has added WWW entries to port Makefiles based on
WWW: lines in pkg-descr files.
This commit removes the WWW: lines of moved-over URLs from these
pkg-descr files.

Add WWW entries to port Makefiles
It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.
Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.
There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

Make print/tex-dvipsk a runtime dependency.
Two reasons for this:
1. Document builds can fail without it even when using pdftex.

textproc/dblatex: Fix failure to invoke, reset maintainer
The shebang "env python" won't work. Normally shebangfix would be used
to fix this, but dblatex is actually built so we need to use sed in the
post-install target to adjust it.
While here, reset the maintainer. This PR is the fourth consecutive
timeout. Also clean up the port.

Dblatex started as a DB2LaTeX clone. So, why this project? The purpose
is a bit different on these points:
(1) The project is end-user oriented, that is, it tries to hide as much
as possible the latex compiling stuff by providing a single clean
script to produce directly DVI, PostScript and PDF output.
(2) The actual output rendering is done not only by the XSL stylesheets
transformation, but also by a dedicated LaTeX package. The purpose is
to allow a deep LaTeX customisation without changing the XSL
stylesheets.
(3) Post-processing is done by Python, to make publication faster,
convert the images if needed, and do the whole compilation.
