Remove WWW entries moved into port Makefiles

Commit b7f05445c00f has added WWW entries to port Makefiles based on
WWW: lines in pkg-descr files.

This commit removes the WWW: lines of moved-over URLs from these
pkg-descr files.

Add WWW entries to port Makefiles

It has been common practice to have one or more URLs at the end of the
ports' pkg-descr files, one per line and prefixed with "WWW:". These
URLs should point at a project website or other relevant resources.

Access to these URLs required processing of the pkg-descr files, and
they have often become stale over time. If more than one such URL was
present in a pkg-descr file, only the first one was tarnsfered into
the port INDEX, but for many ports only the last line did contain the
port specific URL to further information.

There have been several proposals to make a project URL available as
a macro in the ports' Makefiles, over time.

www: remove 'Created by' lines

Remove # $FreeBSD$ from Makefiles.

Fix every instance of RUN_DEPENDS:=${BUILD_DEPENDS} in p5 ports, except
for where it resulted in a change in output from build-depends-list or
run-depends-list.

search.cpan.org is shutting down.
It will redirect to metacpan.org after June 25, 2018.

Make it so that the default Perl is always called perl5.

- Move Perl's man1 files along with its man3 files.
- Move where Perl installs its modules man1 pages.
- Convert the ports installing man1 pages.
- Make different Perl versions installable at the same time.
  Though you should note that only the default version can be used to
  install Perl modules, and the non default Perl versions cannot use the
  modules installed via ports if they contain .so as they are installed
  in a version specific directory.

Change the way Perl modules are installed, update the default Perl to 5.18.

Before, we had:

  site_perl :           lib/perl5/site_perl/5.18
  site_perl/perl_arch : lib/perl5/site_perl/5.18/mach
  perl_man3 :           lib/perl5/5.18/man/man3

Now we have:

  site_perl : lib/perl5/site_perl
  site_arch : lib/perl5/site_perl/mach/5.18
  perl_man3 : lib/perl5/site_perl/man/man3

Modules without any .so will be installed at the same place regardless of the

support STAGEDIR.

Add NO_STAGE all over the place in preparation for the staging support (cat:
www)

- Convert to new perl framework
- Trim Makefile header
- Remove MAKE_JOBS_SAFE=yes, it's the default.

- Convert all remaining instances of BUILD_DEPENDS=${RUN_DEPENDS} or
  RUN_DEPENDS=${BUILD_DEPENDS} to use := which portlint has warned
  about for a while.

New port www/p5-HTML-GenToc:

HTML::GenToc generates anchors and a table of contents for
HTML documents.  Depending on the arguments, it will insert
the information it generates, or output to a string, a separate file
or STDOUT.

While it defaults to taking H1 and H2 elements as the significant
elements to put into the table of contents, any tag can be defined
as a significant element.  Also, it doesn't matter if the input
HTML code is complete, pure HTML, one can input pseudo-html
or page-fragments, which makes it suitable for using on templates
and HTML meta-languages such as WML.

Also included in the distrubution is hypertoc, a script which uses the
module so that one can process files on the command-line in a
user-friendly manner.
