Django is a high-level Python Web framework that encourages rapid development
and clean, pragmatic design.
Developed and used over the past two years by a fast-moving online-news
operation, Django was designed from scratch to handle two challenges: the
intensive deadlines of a newsroom and the stringent requirements of experienced
Web developers. It has convenient niceties for developing content-management
systems, but it's an excellent tool for building any Web site.

* The extended support for Django 3.0 has expired on 6th April 2021.
Mark the port as DEPRECATED but don't set an EXPIRATION_DATE yet
because there are still a few consumers left.

Update Sphinx
- Repocopy textproc/py-sphinx to textproc/py-sphinx18
Update it to 1.8.5 (latest version from 1.8.X).
This version supports Python 2 and 3.
Add test target.
- textproc/py-sphinx: Update to 3.0.2
Python 3 only (3.5+).
Add test target.
- Mk/Uses/python.mk: Add PY_SPHINX

www/py-django[22|30]: Unbreak with MySQL, switch to py-mysqlclient
According to official docs, mysqlclient >=1.3.13 is the recommended
choice instead of outdated pyMySQLdb
