x11-fonts/opensans-ttf: Update 20180831 => 3.003, switch upstream, take
maintainership
- Change upstream to https://github.com/googlefonts/opensans.
- Make portclippy happy.
- Finish renaming x11-fonts/open-sans → x11/opensans-ttf.
