Remove some teTeX bits

Modernize LIB_DEPENDS

With hat:	portmgr

Remove indefinite articles and trailing periods from COMMENT, plus minor
COMMENT typos and surrounding whitespace fixes. A few Makefiles where not
included as they contain Latin-1 characters that break the Phabricator
workflow. Categories J-L.

Fix properties on pkg-plist

Add NO_STAGE all over the place in preparation for the staging support (cat:
japanese)

Mark USE_TEX=tetex.

Rectify USE_TEX to support both of teTeX and TeXLive.

TEX_DEFAULT:
	A knob to choose teTeX or TeXLive.  One can specify in /etc/make.conf.

USE_TEX:
	A knob for port developers.  Valid keywords are listed in
	bsd.tex.mk.

Remove *_DEPENDS from ports which depend on teTeX and add USE_TEX=tetex
instead to make migration to TeXLive easier.

- Add CONFLICTS as a preparation of importing new TeX ports based on TeXLive.
  No functional change.

Update MASTER_SITE_SUBDIR.

Migrate japanese/ptex{,-base,-tetex} to japanese/ptex; the old version
of japanese/ptex has been removed and japanese/ptex-tetex has been
renamed with japanese/ptex.  These are almost the same with each other
(actually ptex-tetex had some upper compatibility with ptex), so there
should be no functionality regression.

Also, dependencies of the relevant ports have been updated and
PORTREVISON bumped.

The default security option has been changed in the Japanese
patchset without version number bump.  Now -R (or -R1) is
used, and this behavior is compatible with prior versions
including 5.95a.  Bump PORTREVISION.

Update to 5.95a.  The updmap-ptex and updmap-sys-ptex utilities
are moved to japanese/ptex-tetex now.

Add teTeX-3.0 support.

- Update the Japanese patch to 1.6a.
- Remove dependency on tetex-modesw in print/tex-texmflocal.
- Use updmap.cfg to generate font map files.  updmap-ptex, a
  wrapper script of updmap(1) for pTeX support has been added.
- $TEXCONFIG has been set to $TEXMF/dvips{-ptex,}// by default.

Bump PORTREVISION on all ports that depend on gettext to aid with upgrading.

(Part 2)

Fix the dependencies after the upgrade of japanese/ptex.
I am committing this since the maintainer did not respond to my request to check
on this problem in past two days, this can be a temporary fix.

Change default behavior for dvips:  Make english fonts ready for  
`cut-and-paste'after PDF conversion by ghostscript.    

Portrevision bump (both), make dvipsk-vflib portlint compatible.    

exec mktexlsr at installation and deinstallation.   This is mandatory for this
version of dvipsk to work correctly.    

japanese/dvipsk cannot depends on file ptex-common but MakeTeXPK     Fixed by
the same reason as  ports-jp 10700 (Request from maintainer).    

Change PKGDIR from pkg/ to .  Also fix places where ${PKGDIR} is   spelled out
(many of which are ${PKGDIR}/MESSAGE -> ${PKGMESSAGE} type   fixes that
shouldn't have been necessary) and the string "/pkg/"   appear.
