x11-fonts/py-vfblib: Add py-vfblib 0.6.5
vfbLib is a converter and deserializer for FontLab Studio 5 VFB files.
FontLab's own vfb2ufo converter is from 2015, only outputs UFO v2, and contains
serious bugs that are never going to be fixed. Its support on macOS is subject
to Apple's mercy (no native support for Apple Silicon).
That's why a single determined programmer with a hex editor set out to rectify
this situation.

x11-fonts/noto*: Restructure and update
Split x11-fonts/noto-basic into separate ports so they can be updated
separately. Keep noto-basic as a metaport but replace dependencies on
it with dependencies on individual fonts as needed.
Adjust x11-fonts/noto-extra to resolve conflicts for now. Individual
fonts can be split from this port later.
Let x11-fonts/noto-emoji install the monochrome Noto Emoji font and
create a new port x11-fonts/noto-color-emoji for Noto Color Emoji.
Add the new ports to x11-fonts/noto metaport and make Noto Sans and
Noto Serif non-optional because script-specific fonts depend on them.
Upstream does not provide useful tarballs so we create our own and host
them on LOCAL. The new ports have a "make noto-fetch" target that
creates a tarball in DISTDIR.
List of updates:
Noto Color Emoji 2.042
Noto Emoji 2.001
Noto Sans 2.013
Noto Sans Mono 2.014
Noto Sans Symbols 2.003
Noto Sans Symbols 2 2.008

Most other libraries to check for language support (for example, Rosetta's
wonderful hyperglot library) do this by looking at the Unicode codepoints that
the font supports. Shaperglot takes a different approach.

x11-fonts/py-fontfeatures: Add py-fontfeatures 1.7.3
OpenType fonts are "programmed" using features, which are normally authored in
Adobe's feature file format. This like source code to a computer program: it's a
user-friendly, but computer-unfriendly, way to represent the features.
Inside a font, the features are compiled in an efficient internal format. This
is like the binary of a computer program: computers can use it, but they can't
do else anything with it, and people can't read it.
The purpose of this library is to provide a middle ground for representing
features in a machine-manipulable format, kind of like the abstract syntax tree
of a computer programmer. This is so that:
- features can be represented in a structured human-readable and
machine-readable way, analogous to the XML files of the Unified Font Object
format.
- features can be more directly authored by programs (such as font editors),
rather than them having to output AFDKO feature file format.
- features can be easily manipulated by programs - for example, features from
two files merged together, or lookups moved between languages.
